Abstract

Industrialisasi berbasis hilirisasi nikel telah mendorong munculnya pusat pertumbuhan ekonomi baru di Indonesia, salah satunya melalui Indonesia Morowali Industrial Park (IMIP) di Kabupaten Morowali, Sulawesi Tengah. Dalam kurun waktu 2011–2025, PDRB Kabupaten Morowali meningkat dari sekitar Rp4,25 triliun menjadi lebih dari Rp188 triliun, menjadikan kawasan ini salah satu pusat industrialisasi nikel terbesar di dunia. Meskipun berhasil menciptakan pertumbuhan ekonomi dan investasi dalam skala besar, percepatan industrialisasi memunculkan tekanan signifikan terhadap sistem perkotaan dan pembangunan kawasan penyangga, khususnya Kecamatan Bahodopi. Penelitian ini bertujuan menganalisis tantangan penataan kawasan di sekitar IMIP dan merumuskan model pengembangan yang mendukung keberlanjutan jangka panjang. Desain penelitian menggunakan studi kasus tunggal dengan pendekatan analisis multi-skala yang mencakup tingkat makro, meso, dan mikro. Data diperoleh melalui observasi lapangan sistematis, wawancara mendalam, serial focus group discussion, analisis spasial berbasis citra satelit, dan telaah dokumen perencanaan. Hasil penelitian menunjukkan bahwa Bahodopi telah berkembang melampaui fungsi tradisionalnya sebagai kawasan industri dan menunjukkan karakteristik kota industri baru (industrial city), namun dengan kesenjangan pembangunan kawasan (industrial urbanization gap) yang signifikan pada dimensi infrastruktur, pelayanan publik, dan tata kelola lingkungan. Penelitian ini mengusulkan The Bahodopi Industrial City Framework yang mengintegrasikan prinsip compact city, green industrial city, dan resilient city melalui kerangka perencanaan multi-skala. Kontribusi teoritis utama mencakup pengembangan empat konsep: Industrial Growth Pole–Industrial City Transition, Industrial Urbanization Gap, Integrated Industrial City Framework, dan Multi-Scale Industrial Planning Framework. Temuan ini menunjukkan bahwa keberhasilan hilirisasi ditentukan bukan hanya oleh pertumbuhan ekonomi, tetapi juga oleh kemampuan kawasan dalam mengelola transformasi ruang, lingkungan, dan masyarakat secara berkelanjutan.
