Abstract

Artikel ini menganalisis daya saing investasi Indonesia dalam konteks perlambatan investasi global dan meningkatnya ketidakpastian kebijakan. Dengan menggunakan pendekatan institusional-komparatif, kajian ini memanfaatkan sejumlah indeks internasional yang diakui secara luas—antara lain Global Innovation Index, World Competitiveness Index, World Digital Competitiveness Ranking, dan World Talent Ranking—untuk memetakan posisi relatif Indonesia di antara negara-negara G20. Analisis tidak berhenti pada peringkat agregat, tetapi menelusuri komponen dan sub-indikator utama guna mengidentifikasi kelemahan struktural yang kerap tersembunyi di balik capaian makro yang terlihat stabil. Hasil analisis menunjukkan bahwa meskipun Indonesia mencatat peningkatan realisasi investasi dan perbaikan terbatas dalam beberapa indikator daya saing, kualitas daya saing investasi masih dibatasi oleh persoalan institusional. Dua aspek krusial, yakni stabilitas kebijakan untuk berusaha dan stabilitas politik serta operasional, menunjukkan tren pelemahan yang berpotensi meningkatkan risiko bagi investor. Temuan ini diperkuat oleh World Bank Business Ready (B-READY) Report 2024, yang menyoroti tantangan utama berupa ketidakpastian implementasi regulasi, proses perizinan yang berlarut, serta lemahnya konsistensi penegakan aturan. Artikel ini juga menempatkan reformasi regulasi terkini, termasuk Peraturan Pemerintah Nomor 28 Tahun 2025 dan rencana revisi Peraturan Presiden tentang Bidang Usaha Penanaman Modal, dalam kerangka penguatan institusi. Kontribusi utama tulisan ini adalah menegaskan bahwa keberlanjutan daya saing investasi di Indonesia sangat ditentukan oleh peningkatan kualitas institusi dan kepastian kebijakan, bukan semata oleh besaran realisasi investasi.
