Abstract
Paper ini menelaah banjir Jakarta, dengan fokus pada kampung pesisir, untuk (i) mengidentifikasi akar masalah, (ii) menyusun dan menilai alternatif kebijakan, serta (iii) merekomendasikan opsi yang paling layak dan adil. Metodologi menggabungkan studi pustaka kualitatif dan analisis dokumen untuk memetakan permasalahan penyebab banjir, kemudian mengidentifikasi masalah utama menggunakan skoring USG (Urgency–Seriousness–Growth) berbasis penilaian pakar lintas instansi. Hasil USG menetapkan “pengelolaan banjir yang tidak efektif” sebagai problem statement karena dampaknya paling cepat dirasakan dan paling mungkin ditangani segera. Tiga alternatif kebijakan yang disusun—(a) urbanisme amfibi, (b) peningkatan kapasitas retensi di kawasan tangkapan, dan (c) perlindungan area retensi eksisting—dievaluasi dengan kerangka Bardach & Patashnik melalui empat kriteria kelayakan: technical feasibility, economic & financial possibility, political viability, dan administrative operability. Penilaian terstruktur (penjumlahan berbobot) menunjukkan alternatif (c) memperoleh skor tertinggi (35), mengungguli (b) (32) dan (a) (29). Pembahasan menegaskan perlunya pergeseran dari paradigma “mengendalikan air” ke “mengakomodasi air”, yang didorong oleh kebijakan tata ruang agar paparan dan kerentanan menurun tanpa beban biaya dan konflik sosial-politik yang tinggi. Pembangunan urbanisme amfibi pada area perkampungan juga dapat menjadi kebijakan alternatif karena dapat mengurangi bahaya banjir dengan tetap memberikan kesempatan bagi kaum marjinal pada permukiman informal untuk tetap tinggal pada huniannya.
