Abstract

Riset sains dasar memerankan peran strategis dalam mendukung inovasi dan peningkatan produktivitas nasional menuju transformasi ekonomi berbasis pengetahuan. Studi ini mengidentifikasi arah kebijakan dan strategi penguatan riset sains dasar di Indonesia dengan mengadopsi pendekatan systematic literature review (SLR) terhadap sejumlah publikasi ilmiah dan laporan kebijakan dari tahun 2004 hingga 2024. Hasil penelitian menunjukkan bahwa kontribusi riset sains dasar di Indonesia masih terbatas akibat rendahnya anggaran penelitian, jumlah peneliti yang minim, serta lemahnya kolaborasi antara pemerintah, perguruan tinggi, dan industri. Hal ini ditandai dengan pengeluaran R&D Indonesia yang masih rendah (0,28% dari PDB) dan jumlah peneliti per satu juta penduduk (395) yang berdampak pada skor Global Innovation Index yang rendah (29,3) pada tahun 2020. Indonesia dapat melakukan benchmarking terhadap negara lain seperti China, Prancis, dan Paraguay yang berhasil mengoptimalkan riset sains dasar melalui peningkatan pendanaan, skema insentif yang adaptif, serta penguatan ekosistem riset kolaboratif. Berdasarkan temuan tersebut, studi ini merekomendasikan lima arah kebijakan utama: peningkatan alokasi anggaran, skema insentif bagi sektor swasta dan akademik, penguatan SDM riset sains dasar, pengembangan kolaborasi lintas sektor, dan reformasi kelembagaan riset. Rekomendasi ini diharapkan dapat menjadi fondasi kebijakan dalam mendukung pencapaian Visi Indonesia Emas 2045 melalui sains dasar yang kuat dan produktif.
